New market participant
Any legal or natural person, that wishes to actively operate in the electricity market, must become a member of the Balance Scheme. The organised electricity market in Slovenia is hierarchically arranged into a Balance Scheme that is managed by the Electricity Market Operator, the company Borzen, d.o.o. The main purpose of the Balance Scheme is balance settlement, a calculation of costs of the deviations from announced market plans and operational forecasts. Balance Scheme Members can act in the market as traders who do not have delivery points and buy or sell electricity in the wholesale market according to volumes known in advance (closed contracts), or as electricity suppliers who, in addition to electricity purchase, also deal with electricity supply to consumers or with buying electricity from producers (open contracts).
Market participant can enter the wholesale market by concluding the Balancing Agreement with the Market operator and become a Balance Responsible Party, or by concluding a Balancing Agreement with existing Balance Scheme Member and become Balance Subgroup Responsible Party.
