Network charge
The network charge is the amount to be paid by the transmission system user for the use of the natural gas transmission system and is calculated on the basis of the tariff rates of the network charge and on the extent of use of this system in accordance with the Legal Act on the methodology for determining network fees for the natural gas transmission system (unofficial translation).
The network charge for the natural gas transmission system is intended to cover the eligible costs of performing the service of general economic interest of the transmission system operator.
Network charge for the use of the transmission system
Users pay the use of the natural gas transmission system through the payment of the network charge with the following tariffs:
- the entry tariff
- the exit tariff
- tariff for own use
- tariff for metering
The tariffs are determined by the gas TSO prior to the start of the regulatory period for an individual year of the regulatory period and previously approved by the Energy Agency with issuing approval to the regulatory framework.
A transmission system user, who booked entry capacity with a transmission contract, pays the gas TSO the network charge for booking of entry capacity based on booked standard capacity product.
A transmission system user, who booked entry capacity with a transmission contract, pays the gas TSO for each exit point the following network charges:
- the amount of the exit capacity in relation to the booked standard capacity product
- the amount for own use
- the amount for metering
In calculating the network charge for standard capacity products determining intra-day, daily, monthly or quarterly capacity booking, in addition to the network charge, a multiplier and seasonal factor are taken into account.
However, when calculating the exit capacity, for system users who book an exit point within Slovenia the classification of an individual exit point to the consumption group is taken into account.
Other services
The gas TSO may charge users of the system in addition to the network charge also other services directly connected to the performance of the service of general economic interest of the transmission system operator and which are not commercial services that can be offered by qualified providers at the market.
The prices of individual services are set by the Energy Agency in the process of granting consent to the regulatory framework based on the disclosure of costs of individual service, which must reflect the actual costs.
The list of other services, as well as the tariff rates for other services used by the gas TSO in addition to the network charge to users of the system in the context of the performance of the service of general economic interest of the TSO, are published on the website of the transmission system operator.
Motivated decision of the Energy Agency laying down the reference price methodology for the natural gas transmission system
Commission Regulation (EU) 2017/460 of 16 March 2017 establishing a network code on harmonised tariff structures for gas requires from national regulatory authorities that within five months following the end of the final consultation on the reference price methodology acting in accordance with Article 41(6)(a) of Directive 2009/73/EC of the European Parliament and of the Council of 13 July 2009 concerning common rules for the internal market in natural gas shall take and publish a motivated decision on all items set out in Article 26(1) contained in the document referred to in the consultation procedure.
EU Regulation 2017/460 provides for a network code laying down rules on harmonised gas tariff structures, including rules on the application of a reference price methodology, the associated consultation and publication requirements as well as the calculation of reserve prices for standard capacity products.
